Congress should Trim debit to Avoid Broader Cuts

WASHINGTON — The deal announce on Sunday by Congressional leaders and the White House would make across-the-board cuts in military spending, education, transportation and Medicare payments to health care providers if Congress does not enact further deficit-cutting legislation by the end of the year.

The deal, as described by lawmakers and White House officials, would initially save more than $900 billion over 10 years by imposing annual limits on spending for most federal agencies and programs.
The Congressional Budget Office has not analyze the proposal, so the numbers are not firm. But the White House said the agreement would “cut $350 billion from the defense budget over 10 years.” The Pentagon will have leeway to decide where the cuts would be made.
Under the agreement, the president could increase the federal debt limit by at least $2.1 trillion, which is sufficient to meet the government’s expected borrowing needs until early 2013.
In addition, the bill would create a 12-member bipartisan committee, with equal numbers of Democrats and Republicans from the House and the Senate, to recommend ways of reducing future deficits by another $1.5 trillion over 10 years — above and beyond the amount saved as a result of the yearly caps on appropriations.
The panel’s recommendations could include changes in entitlement programs and tax laws. President Obamavowed on Sunday to press for the inclusion of additional revenues, which many Republicans have vowed to resist.
The special committee would have to report legislation by Nov. 23. The deal establishes expedited procedures intended to ensure an up-or-down vote on the legislation, devoid of amendments, by Dec. 23.
If the committee does not reach agreement or if Congress fails to adopt its recommendations, the government would automatically cut spending. The cuts would be split consistently between domestic and defense spending. In 2012 and 2013, the “defense spending” category would be broadly defined to include homeland security and other programs related to national security.
The White House said the enforcement mechanism “protects Social Security, Medicare beneficiaries, and low-income programs from any cuts.” Medicare cuts would hit health care provider, like hospitals and nursing homes, but would not directly affect beneficiaries, the White House said.
However, hospitals and other providers say the cuts in their Medicare payments would force cutbacks in services to Medicare patients and others.
In a summary of the agreement for House Republicans, the speaker, John A. Boehner, said: “Total reduction would be equally split between defense and nondefense programs. Across-the-board cuts would also apply to Medicare. Other programs, including Social Security,Medicaid, veterans, and civil and military pay, would be exempt.”
The legislation, like a bill approved by the House last week, would provide for an increase in the debt limit in two steps.
The second increase, for $1.5 trillion, could take place only if Congress approves recommendations cutting the deficit by a larger amount — or if Congress approves a constitutional amendment to require a balanced budget and sends it to the states for ratification.
It takes a two-thirds bulk in both houses to propose a constitutional amendment.
Under the original House bill, the second installment of the debt limit increase would have been contingent on Congress approving both the balanced budget amendment and the $1.5 trillion deficit-reduction measure.
The White House said this arrangement would “provide a strong incentive for both sides to come to the table.”
“If the fiscal committee took no action, the deal would automatically add nearly $500 billion in defense cuts on top of cuts already made,” the White House said. Likewise, it said, Democrats would have an inducement to accept the deficit-reduction package to avoid across-the-board cuts in education, transportation and other domestic programs.

Yeddyurappa, accompanied by Basavaraj Bommai, DB Chandre Gowda and Sadananda Gowda, later headed to Hotel Ashoka to hold talks with Jaitley and Rajnath on the selection of a successor.
Yeddyurappa, addressing the media outside Raj Bhavan, admitted that he had indeed demanded that the high command select Sadananda Gowda as his successor. Recalling his own long journey in public life from being the president of Shikaripur municipal council to chief minister of the state, he said, “I have the satisfaction of doing my best for the wellbeing of the people with programmes like Bhagyalakshmi, Sandhya Suraksha, and the Global Investors Meet.”
“I have decided to involve myself actively in party building and the public cause,” Yeddyurappa said, thanking the people of the state and his party colleagues for extending their support during his three-year-and-two-month tenure as the chief minister.

Govt prepared for contest on any subject raise by Oppn: PM

With the Opposition looking for to corner the government in Parliament on the issue of dishonesty and price rise, Prime Minister Manmohan Singh today appealed to all parties to jointly tackle problems facing the nation and promised a prearranged debate on matter raised by them.

"It is our honest wish that this session should run efficiently and Parliament should discuss all issues of national significance and the government is quite prepared for any subject which the Opposition would like to be taken up," Singh told reporters external Parliament.
The Prime Minister said the government would welcome a "structured debate" on a range of issues.
Singh said the matters which are in the courts should be left to the judges to decide.
"The matters that are in the courts, that are best left to the courts to decide," he said.
Hoping the session will be "productive and "constructive", the Prime Minister said, "I appeal to all segment of Parliament. My appeal to the Opposition is to unite on this incident to tackle jointly and collectively major troubles that our nation is faced with."

Parliament be supposed to not pre-judge 2G problem: Manmohan Singh

NEW DELHI: Ahead of the Monsoon gathering of Parliament, Prime Minister Manmohan Singhtoday sought to take the sting out of Opposition attack on the 2G issue, saying Parliament should not "pre-judge" it as the matter is before courts.

"The matter is before courts. It should be left to be decided by the court and Parliament should not pre-judge the issue," Singh told reporters on the sidelines of an all-party gathering convened by amplifier Meira Kumar.

The BJP has been gunning for Prime Minister Manmohan Singh and home minister PChidambaram in the wake of previous telecom minister A Raja's allegations adjacent to them in the 2G case.

Opposition parties like the AIADMK have also demanded an explanation from the Prime Minister and the Home Minister as also Congress President Sonia Gandhi on Raja's charges in 2G spectrum scam of "Himalayan proportions".

On Anna Hazarae' threat to go on a fast from August 16 in protest against a "weak" Lokpal Bill, Singh said the Lokpal Bill's fate will be decided by Parliament.

"As you know, we are ready with the Lokpal Bill. Lokpal Bill's fate will be decided by Parliament. In a democracy, Parliament is a sovereign body, it should be allowed to function and discharge its duty," he said.

On Telangana MPs and MLAs resigning over the statehood demand, Singh hoped that the government would conquer the issue.

Karnataka: Fresh gridlock among Yeddyurappa, BJP over defiance

Bangalore: There is a new drama in the Yeddyurappa resignation saga which can act as a deterrent to the BJP's plans to bend the UPA government over the issue of corruption in the Monsoon Session of Parliament starting Monday.

Mr Yeddyurappa has now put forward another condition - that the BJP announces the name of his successor before he demits the office of the Karnataka Chief Minister. The BJP, on the other hand, wants him to resign before announcing the name of the new Chief Minister.

The stalemate continues as both parties have refused to blink on the matter.

Mr Yeddyurappa had, earlier this morning, sent his resignation to party president Nitin Gadkari; he is walking towards the Raj Bhawan along with his MLAs to meet Governor HR Bhardwaj. (Watch: Rise and fall of Yeddyurappa)

Meanwhile, Mr Yeddyurappa attended his last public function as Chief Minister today where he announced his decision to quit and said he will continue working for the party.

"My dream was to make Karnataka the best state in the country. I will not rest from that aim even for a day. I am giving my resignation today. From tomorrow I will continue to work for the party," Yeddyurappa said.

"I was an ordinary party worker. I never dreamed of becoming the Chief Minister. The affection of the people put me in this chair. I worked sincerely and I am satisfied that in the last three years, the state had developed," he added.

Mr Yeddyurappa also struck an emotional chord with the people at the felicitation function saying, "It was like my arms and legs were tied. I am going to Raj Bhawan happily now without any pain in my heart. From tomorrow I can tour the state freely."

But his decision to resign as Chief Minister of Karnataka did not come without its share of defiance. He confirmed his grip on the BJP in Karnataka, with three bus-load of supporters who spouted on demand cheers of loyalty to Mr Yeddyurappa and travelled from his house to Bangalore's Ashoka Hotel where they submitted a memorandum to BJP senior leaders Arun Jaitley and Rajnath Singh demanding Mr Yeddyurappa's continuance as Chief Minister. The MLAs have also demanded that Mr Yeddyurappa should be made the state party chief if he is removed as CM.

But after 48 hours of his show of strength, Mr Yeddyurappa finally allowable cameras to film him sign off on his defiance letter on Saturday.

However, the veteran leader, who has weathered many a political storm, reiterate the strain that he had for the high command:
• He wants to be state party president - but that wish may not come true
• He wants a person of his choice to become the next chief minister - but above all he does not want his old rival Ananth Kumar to get the job. The BJP may give in to these requests

Sources say that Yeddyurappa has told the BJP high command that former state party president Sadananda Gowda is his only choice for the next Chief Minister. Mr Gowda, a non-controversial man and a known Yeddyurappa loyalist, is almost convinced to replace him as the next chief minister. He is not a Lingayat like Yeddyurappa, but a Vokkaliga - another dominant group in Karnataka. (Pics: After Yeddyurappa who?)

His second choice is VS Acharya, the state's former Home Minister who has put his foot in his opening several times but who is an complete Yeddyurappa loyalist. He is a Brahmin and currently holds the higher education portfolio. Also in the line is Suresh Kumar, Mr Clean of the BJP in Karnataka - a welcome note in the light of corruption allegations claiming Yeddyurappa. Suresh Kumar is presently the Law Minister.

Mr Yeddyurappa suggested he would resign on Sunday - for astrological reasons. That deadline allowed the 68-year-old to try some emergency moves aimed at saving his job. But on Saturday, his party told him his time was up. If he didn't resign, the BJP said, it was willing to risk the entire government being dismantled for President's Rule, if it came to that.

Mr Yeddyurappa's exit came after he and his family were powerfully indicted by Karnataka Lokayukta Justice Santosh Hegde in his report on illegal mining on Wednesday. The report kicked up a political furore with the BJP finally deciding that Yeddyurappa's continuance as Chief Minister had become untenable.)

For now, at least, the apparent face-off between Yeddyurappa and his followers and the party leadership does seem to be over. None too soon for the BJP. For the last two days, the BJP had only two destinations in Bangalore - one was the seat of their party's first-ever South Indian chief minister, BS Yeddyurappa and the other a five star hotel where Central leaders had set up camp.

The constant shuttling between the two venue finally seemed to pay off - as the BJP hope that with Yeddyurappa's departure, their government in Karnataka will last out the full five existence.

DMK organizer MK Stalin in custody

DMK president M Karunanidhi's son and party treasurer M K Stalin was on Saturday detained by police for staging a road roko in next-door Tiruvarur district. Police said Stalin, former deputy chief minister, and some of his aides were picked up after they squatted on the road when the police wanted to question Tiruvarur DMK district secretary Kalalichelvan in connection with a case.


Top district police officials said Stalin was likely to be "let-off" later.
Police said a case had been register against Kalaichelvan for allegedly preventing students of a school in Koradacheri, about 30 km from Tiruvarur, from attending their classes on Friday as part of DMK's boycott call over uniform education system, now pending before Supreme Court.
As the students were recurring home after being allegedly 'forced out' by the DMK men, a student died in a road accident involving the bus in which he was travelling.
Stalin came to Koradacheri on Saturday to express his condolences to the family of the boy and was accompany by Kalaichelvan and DMK MP A K S Vijayan.
When police sought to take into custody Kalaichelvan, the DMK men led by Stalin resorted to a road roko leading to their detention.
Shops downed their shutters in Tiruvarur while about 150 DMK men were taken into custody in Thanjavur when they protest against the detention of Stalin, police said.
Chief minister J Jayalalithaa on Friday blamed the DMK protest for leading to the death of the boy and charged Kalaichelvan with instigate his party workers to prevent students from attending classes.
"I strongly condemn the DMK protest which was responsible for the death of Vijay," she had said in a report announcing a cash relief of Rs two lakh to his kin.

Seeking to break the logjam on guidance issue in Karnataka, top BJP central leaders today set the ball rolling to choose a successor to Chief Minister B S Yeddyurappa, holding consultations with legislators and MPs.

According to top BJP sources, Yeddyurappa will tender his defiance tomorrow afternoon, keeping his word on Thursday that he would step down on July 31 following the party directive in the wake of his indictment in the Lokayukta report on prohibited mining scam.

Senior BJP leaders Arun Jaitley, Rajnath Singh and M Venkaiah Naidu began the talk process to break the logjam.

Earlier in the day, Yeddyurappa met Jaitley and Singh, who have been exert pressure on him to quit to pave the way for smooth election of a successor.

Throwing up signs of rebellion, Yeddyurappa had mobilize his loyalist MLAs and ministers who insisted on his continuance, putting the central leadership in a quandry.

Yeddyurappa wants the successor to be of his choice and is insisting on the state unit party president's post for him, gathering sources said.

BJP national general secretary Ananth Kumar, a known bete noire of Yeddyurappa, is emerging as the top contender for the Chief Minister's post, while the names of elder minister V S Acharya and party MP Sadananda Gowda is also doing the rounds.

Karnataka BJP president K S Eshwarappa expressed strong displeasure over the criticism of Lokayukta report by Yeddyurappa loyalists -- ministers V Somanna and M P Renukacharya, and Lok Sabha member D B Chandre Gowda.

Eshwarappa also stressed that nobody can question the result of BJP Parliamentary Board, which asked Yeddyurappa to leave.

Hina Rabbani Khar pitch for Indo-Pak cricket cycle

NEW DELHI: Pakistan's young foreign ministerHina Rabbani Khar was quickly on to the front foot as she broached the topic of sports diplomacy during her meeting with SM Krishna on Wednesday. Batting for carrying on of cricketing ties, Khar told Krishna that the game had the potential to bring closer the two countries at a time when people were keen on peace.

BCCI vice-president Rajeev Shukla is learnt to have assured visiting Pakistani foreign minister Hina Rabbani Khar that continuation of an Indo-Pak cricket series would be discussed at the BCCI meeting scheduled for next month. A series is said to be timidly scheduled for next year but it has not been confirmed yet.

The BCCI and the Pakistan cricket board recently held a meeting in Hong Kong on the sidelines of the ICC annual meeting in which resumption of bilateral cricketing ties was discussed.

Khar, a polo enthusiast herself, may have taken some tips from her 11-year-old son, a cricket enthusiast who accompany her to India. For a Pakistan cricket board that is struggling to remain afloat, it is imperative to engage India in a mutual series not just to generate revenues but also to give the right message to other Test nations who are shying away from playing there.

In India though, it is likely to be seen by many, with opposition parties, as a major concession to Pakistan. Krishna had said in April that India had agreed to play matches with Pakistan while going ahead with peace talks, leading to BJP critical the statement. The opposition party maintains that cricket ties should be revived only if there is a change in Pakistan's approach towards terror.

Filing cabinet overrule Manmohan, keeps PM out of Lokpal ambit

NEW DELHI: The Union Cabinet on Thursday decided to keep the office of the prime minister outside the fold of the anticipated Lokpal, overruling Prime Minister Manmohan Singh himself. The judiciary and conduct of MPs in Parliament was also kept outside its ambit.

The deliberations of over two hours saw Singh making an argument for inclusion of his office within the Lokpal's ambit, only to run into resistance by the vast majority in the Cabinet.

The revised draft provides for the majority of the nine-member Lokpal to be drawn from among people with legal background: a concession to the dispute that the quasi-judicial body will require people with understanding of law and official practice. In another considerable addition, any trust or body including NGOs that receive public funds will come under Lokpal's scrutiny.

Defence minister A K Antony, I&B minister Ambika Soni, telecom minister Kapil Sibal and rural development minister Jairam Ramesh supported the prime minister. Ramesh spoke forcefully, saying there should be emphasis on transparency. But the group found itself overwhelmed by the argument of the majority that this would be a recipe for decline, and would leave his office hobbled. "It is not a matter of an individual but that of an institution", was the dominant refrain.

Interestingly, three former chief ministers of Maharashtra in the Cabinet - agriculture ministerSharad Pawar, power minister Sushil Kumar Shinde and discipline and technology minister Vilasrao Deshmukh - were among the most vocal in opposing the PM's suggestion. The troika from transparency activist Anna Hazare's home state cited their experience to argue that NGOs and civil society would target the PM if he was exposed to Lokpal.

UPA ally DMK had spoken in favour of bringing the PM within the ambit of Lokpal but chemicals and fertilisers minister M K Alagiri, now the party's sole representative in the Cabinet, was not present at the meeting.

Finance minister Pranab Mukhejee said tabling of the bill could not be delayed and that disagreements over whether the PM should be within the scope could be hash out within the standing committee. Urban development minister Kamal Nath said the bill should provide for creation of similar anti-corruption ombudsmen in states.

The bill will be introduced in Parliament in the first two days of the monsoon session beginning on Monday.

The nine-member Lokpal will include a chairperson who will be a serving or retired chief justice or judge of the SC and 50% of its eight members will have judicial background.

The bill cleared by the Cabinet has introduced a seven-year limit to filing of complaint from the day the offence was dedicated. In a departure from its original draft, the government also changed the constitution of the selection committee including the PM, Speaker, Leader of conflict in both Houses, one Cabinet minister, one sitting chief justice of a High Court, one sitting judge of Supreme Court, one well-known jurist and an eminent person. Speaking to reporters after the meeting, law minister Salman Khursheed said the bill approved by the Cabinet had included 34 of the 40 suggestions made by Hazare's representatives. Asked if Hazare was challenging the government, Khursheed retorted, "They are not challenging the government but Parliament.'"

The judiciary has not been included in the bill as its autonomy and independence should be maintained, Khursheed said, adding that a separate Judicial liability Bill was introduced in Parliament. Similarly, the citizen's charter will be dealt with in a separate legislation for public grievances.

The removal of Lokpal will be the prerogative of the President. While the Lokpal will have separate teams to conduct inquiries and investigations, it will not have the power to take legal action someone accuse of corruption. Besides, it would also take up corruption matters involving ministers, MPs, Group 'A' officers and others the same to this grade in any body, board, authority, corporation, trust, society or autonomous body set up by an Act of Parliament and funded by public money. The Lokpal would not require sanction or approval under Section 197 of the Code of Criminal Procedure, 1973 or Section 19 of the Prevention of corruption Act, 1988, in cases where prosecution is proposed.

The unreasonable practice has resulted in illegal shipping of 2.98 crore metric tonnes of iron ore treasured at whopping Rs 12,228 crore between 2006 and 2010.

The report, base on the investigation done by Lokayukta team headed by U V Singh, revealed how the divisive Reddy brothers and their associate Sriramulu indulged in looting the natural resources of the State.

The report, a copy of which was made available to the media by Lokayukta office under Right to Information Act (RTI) on Thursday, also exposed the fact that the ban could not check the export of large quantity of iron ore. About 17.58 lakh metric tonnes of iron ore was illegally export from the State after July 28, 2010 when the control issued the ban order.

The 464-page report, which comprises observations and recommendation of Lokayukta justice Santosh Hegde, has 32 chapters.

Separate chapters

There are separate chapters on dubious financial transactions, involving Chief Minister Yeddyurappa and his family members, the Obalapuram Mining Company (OMC) owned by Tourism Minister Janardhan Reddy, Matha Minerals of Housing Minister V Somanna, devious ways in which goons in Bellary used to mine and export iron ore, iron ore theft at Belekeri port and collapse of administration in Bellary.

According to the report, the highest quantity of illegal export has been recorded in 2009-10 when 1.27 crore metric tonnes of iron ore mined in the State was exported.

The investigative team, however, has not been able to trace the destination of 32.44 lakh metric tonnes of iron ore illegally exported during the four years. Iron ore exported from Goa ports has not been computed.

Janardhan Reddy-owned OMC exported 71.61 lakh metric tonnes of iron ore from Karnataka though the company does not have any mining lease in the State.

It has mining leases in neighbouring Andhra Pradesh. Ironically, the company exported only 2.17 lakh metric tonnes from its lease area in Andhra Pradesh between 2006 and 2010.

“The investigating team has reported that these exports details require further investigation. It is also stated that the CBI is dealing with the matter in this regard and the said agency may take note of it,” says the report.

The team has found illegal export on part of OMC by comparing the shipping bills at the Customs office and the authorize data of the State Mines and Geology and Forest departments. Reddy has been claim all along that he was not doing withdrawal in the State.

Similarly, another Andhra Pradesh company Y Mahabaleshwara has illegally exported 7.05 lakh metric tonnes of iron ore from the State.

As many as 83 exports of iron ore with a quantity of 17.58 lakh metric tonnes have been found in various ports after the government barred the export in July 2010. Maximum exports were done from Krishnapatnam and Belekeri ports which are administer and manage by private corporation.

The report has details of all 83 exports. “This specific matter requires further inquiry for discovery out illegalities and persons responsible,” the report stated.
A large quantity of iron ore was transported to ports from lease area without any permit or with forged permit between 2009 and 2010.
